This can be done with resource packs… It not editing the mod.

If its just the looks that are changing, then its probably just a texture pack. But if there are actually more items, not just altered ones, then someone may be changing the mod.

For example, I am making a DBC texture pack, but I can only change how things look there, not add or remove actual features or items. Which is allowed.
