How does ki sensing work?

I have no idea how the skill ki sense works. Dunno what the bars do. Can anybody help me out?

Ki sense let’s you see an npc’s stats. The bars show you how strong you are compared to the npc. red means that they are stronger while blue means they’re weaker. The larger the bar the bigger the gap is in power. Note that with npcs the more health the have, the longer the bar will be.
